I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, line 24, strike ``limitation'' and insert ``limitations''. Page 3, strike lines 1 through 5, and insert the following: ``(2) Limitations.-- ``(A) Total increase.--The plan required by paragraph (1) shall not provide for a total increase in the percentage of Federal lands described in paragraph (1) leased for oil and gas production in excess of 10 percent. ``(B) Impact on air quality.--The plan required by paragraph (1) shall not provide for any entity to engage in oil or gas production activities on Federal lands described in paragraph (1) leased for oil and gas production as a result of such plan unless such activities will not negatively impact air quality.
