My concern is one way for the middle class to prosper in this country is through independent franchisees, and if the Labor Department or the NLRB insists on combining the franchisees and the franchisor (for purposes of labor law) then Ruby Tuesday, McDonald's, and other franchisors would just run their own stores and hundreds of thousands of Americans who like the independence of owning a franchise and moving up the economic ladder will not have a chance to do that.
