The ones who were not were Agriculture, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Justice, Interior, State, Transportation, Treasury, Veterans Affairs, Agency for International Development, General Services Administration, National Aeronautics and Space Administration, Nuclear Regulatory Commission and the Small Business Administration. There may be valid reasons why they could not tell us what they did, but we ought to have a hearing and find out what those reasons are. If they need help to correct it, and legislation to do so, then we at least would know that; and we could begin to work on that to try to correct this problem. But to ignore it is, in my judgment, an act of irresponsibility by the Congress and by the administration.
