I am a strong supporter of all of these programs, and I support the conference report. ... But not this time, Mr. Speaker, I urge my colleagues to vote against this rule. The rule waives all points of order, but it does not specify which rules are being waived and for what purpose. ... So there is an obvious need for a waiver of clause 3 of rule 28 to protect these scope violations.
