I think getting this right matters, and I think anything we do to punish Russia that also punishes Europe actually accrues to Russia's benefit.
What specifically should we do sanctions-wise, specifically, to punish Russia that will not punish Europe in any way and will not blow back on us?
We are dealing with a country that is willing to assassinate people in other countries, use military power to create a frozen conflict in Georgia, to take Crimea, to do the same in Eastern Ukraine.
