let me say I can understand the concerns of the opponent of this amendment. There are programs that are similar in the Department of Education. Let me point out only 15 percent of the graduates in the United States receive a degree in engineering, where in China it's 50 percent; in Singapore it's 67 percent. It would seem there is still room to improve this statistic in the United States. I support the gentlelady's amendment.
