Two years ago, Lamar Alexander, and our former chairman, Sherry Boehlert, asked the National Academies to do a recommendation on the competitiveness of America in the 21st century. The recommendation was good news and bad news. The bad news was that we are in a very competitive environment and that we are on a losing track. The good news was we had some recommendations. That is what we tried to do. We didn't try to make a Democratic or Republican bill; we took their recommendations and made a bipartisan bill. I think that today the bipartisan bill is the result of that. I again thank all the Members for their constructive efforts in doing this.
