I transmit herewith a report from the Secretary of the Interior, in reply to the resolution of the House of Representatives of the 11th instant, calling for certain information relative to removals and appointments in his Department since the adjournment of the first session of the Thirty-ninth Congress.

The bill fails to provide in what manner the State of Arkansas is to signify its acceptance of the 'fundamental condition' which Congress endeavors to make unalterable and irrevocable.
In compliance with and execution of the act of Congress before mentioned, do issue this my proclamation, announcing the fact of the ratification of the said amendment by the legislature of the State of Louisiana.
