I communicate, for the consideration of the Senate, a report from the Secretary of State, accompanied by a copy of a dispatch recently received from the acting United States consul in charge of the legation at San Jose, Costa Rica.
In compliance with and execution of the act of Congress before mentioned, do issue this my proclamation, announcing the fact of the ratification of the said amendment by the legislature of the State of Louisiana.
I transmit to the Senate, in further answer to their resolution of the 14th of April last, the accompanying report from the Secretary of State.
I transmit to the House of Representatives, in answer to a resolution of the 9th instant, the accompanying report from the Secretary of State.
