To the Senate and House of Representatives: I transmit herewith certain papers from the War Department, relative to the improvement of Brunswick Harbor, Georgia.
By virtue of the power vested in me by the Constitution, I hereby convene the Senate of the United States to meet in the Senate Chamber on the 4th day of March next, at 10 o'clock in the forenoon, to receive any communication the President of the United States may think it his duty to make.
To the House of Representatives: I transmit a letter from the Secretary of War ad interim, accompanied by various documents, in relation to a survey recently made of the mouths of the Mississippi River under a law of the last session of Congress.
For the several reasons above assigned, the President disapproves the opinion of the court, and remits to it the proceedings in question.
