In compliance with the resolution of the Senate at its last session, requesting the President to cause to be prepared and laid before the Senate at the commencement of its next session a plan for equalizing the pay of the officers in the Army and Navy according to their relative rank, and providing a stated salary or fixed compensation for their services in lieu of present allowances.
