The Senator makes a good point. I defended the cost-of- living adjustment. I think there are times when we have to recognize we want people in public service. But if we want to bring about the kind of cost-of-living increases that we understand we need at our salary level, I think everyone would also understand the need for a cost-of- living adjustment for minimum-wage workers to at least stay equal to the poverty line, and to at least give them some encouragement not to go back on welfare. I appreciate very much the Senator from Montana pointing out that matter.
