Unfortunately, I have to report to the Senator from Massachusetts that there doesn't appear to be any end in sight to this gagging of Democrats, to this notion that you either proceed on our terms or we won't proceed at all. As the Senator from Massachusetts just noted, we are no longer in a position where the regular order is to go back to an appropriations bill. They have been shelved. They have been put back on the calendar. Now, we have to move to a motion to proceed to bring the bills back, where at least before we had the bills as the regular order should we fail to reach any kind of an agreement on how to proceed on a current bill.
