“by reauthorizing IDEA, the Individuals with Disabilities Education Act, today, the Senate reaffirms America's commitment to ensure that every child is given the opportunity to develop his other God-given talents and abilities to their fullest potential. I commend our colleagues, Senator Gregg and Senator Kennedy, for their diligence and bipartisan leadership. This bill demonstrates that the Senate can indeed do good and important work when both sides are willing to listen to each other and make principled compromises. IDEA is more than simply an education program; it is one of our Nation's most important civil rights programs. Because of this law, America now provides real educational opportunities for children who, in an earlier time, might never even have attended a school. It is not only the children who benefit; all Americans benefit when we develop the potential of every American. This bill strengthens America's commitment to ensure that every student has access to a free and appropriate education. It holds accountable for helping each child achieve his or her potential at the same time it reduces the paperwork burden on schools and increases local flexibility. This bill makes it easier for parents to participate in their children's education and improves the process for resolving disputes. It provides resources to make sure that special education teachers and other personnel are well trained and well supported.”
