I would like to raise a technical detail that is not addressed in the report language. One of the tribes in South Dakota, the Standing Rock Tribe, also extends into North Dakota. It was my intention that, if that tribe chooses to submit a plan to run its own welfare program, the funds be available to run their program in both North and South Dakota, and that the match for the tribal members in North Dakota be proportionate to the match that Standing Rock would have received from their State. I should note that the amount of funding is sufficient to allow Standing Rock to serve both its North and South Dakota members.
