thank you. I had the opportunity to discuss this amendment last night. President Reagan stood for a lot of things, but I think the things for which we identify him more than anything else is local control, the need to ensure that at the local level, government is given the greatest opportunity. In 1987, President Reagan signed a bill into law that provided authority to the Metropolitan Washington Airports Authority for all decisionmaking regarding the operation of the Washington National Airport. That was 11 years ago. My amendment, Mr. President, simply says, let's keep the spirit of Ronald Reagan alive as we pass this piece of legislation; let's ensure that the Metropolitan Washington Airports Authority, in keeping with local control, has an opportunity to voice its approval. That is what this amendment does.
