“I will use the remainder of my leader time to make a couple of remarks with regard to the Bingaman amendment, but I, too, want to join the Senator from Illinois in expressing our gratitude to the Senator from West Virginia for his outspokenness, his candor, the strength and conviction with which he has once again articulated the views of so many of the people of this country, as well as the members of our caucus.
