I want to ask the majority leader two questions. First, with regard to the cloture motion, he and I have talked about this matter. The motion itself says: We, the undersigned Senators, in accordance with the provisions of rule XXII of the Standing Rules of the Senate, do hereby move to bring to a close debate on the committee substitute. . . And it is signed, of course, by 16 Senators, including the distinguished majority leader. If, indeed, it is his position that he will vote against the cloture motion, I am curious as to how he can be signing the cloture motion.
