that is exactly what I am proposing and what I assume would be the circumstance in the 108th Congress. As I say, I did not have one chairman last year express a concern about the inadequacy of resources while we were in the majority. I can't imagine, with the cost-of-living adjustment, that anyone would have difficulty accepting those resources--as I say, with a cost-of-living adjustment--in this Congress.
