“It is clearly germane because it is in terms of spending money for purposes of introducing troops into Bosnia. Now, that is clearly germane to a continuing resolution which involves spending money. And it is clearly topical and timely in light of the rather intense discussion that is going on about moving American troops into Bosnia. It does seem appropriate that this body should speak on that issue before it occurs.”
