I think that it merits broad bipartisan support. I appreciate very much the efforts that have been made by the chairman and ranking member. Both Senators have worked very closely together to get it to this point. Obviously, there are outstanding issues that still have to be resolved. I will recommend to our caucus that we move forward with a conference on this bill. I wish I could say that with regard to other legislation, but we have not been given the same assurances. But in this case, we certainly intend to work with our colleagues and with the chairman in particular. I applaud him for his efforts and thank him for the kind of working relationship that our two colleagues have. It is a tribute to both of them.
