Well, Mr. President, I just say that, obviously, you don't need a bill to hold hearings on something that was already announced all the way back last March. Last March, the National Academy of Sciences made their announcement and the Secretary and the President made their decisions in May. I would think that alone would trigger hearings and some response on the part of the Senate Veterans' Affairs Committee. That was not done. So, obviously, our only recourse was to follow through with the legislation that we introduced.
