I must say, in all my time in the Senate, there has never been a time when I felt more discouraged, and frankly more concerned about the future of agriculture, the future of farm policy, than I feel this afternoon. I think the Senate has made a very tragic mistake. I think it is a mistake that will come back to haunt us. I believe we will be here again in the not too distant future addressing many of the deficiencies that this legislation represents. Obviously, many of us feel very strongly about this. This fight is not over. We will come back. We will revisit many of these issues. We will offer amendments. We will offer additional legislation.
