We simply want the opportunity to reflect the will of the majority of the Senate on an issue for which there is a moment of opportunity, from a historical perspective. This is our moment. If we fail in the next 6 weeks, we start all over with a new Congress, with all of the odds stacked as much against us, if not more, than they were this Congress. So what we are saying is let's seize the opportunity, let's seize the moment here and do what the House has already done. On a bipartisan basis, let's work with Republicans and Democrats to pass the Shays-Meehan bill.
