Herbert Hoover said, ``Blessed are the young for they shall inherit the national debt.'' We do not need another Herbert Hoover. Americans deserve tax cuts. We can afford tax cuts. We support tax cuts. But it is irresponsible to consider a tax bill before we have a budget. Not only is that course irresponsible, it is contrary to the law. The Congressional Budget Impoundment Control Act of 1974 says that a budget must be enacted before consideration of a tax bill. Congress makes laws and expects the public to follow the laws. We should do no less in the United States Congress. Finally, make no mistake about it: across-the-board seems to indicate that everyone will share. That is a serious misnomer. Most people believe that they will share. The truth is under the Republican plan, across-the-board means 44.3 percent of the relief goes to the richest 1 percent of the people, and that is just not fair. Mr. Speaker, I encourage my friends watching in Texas to look at their friends to the left and look at their friends to the right, behind them and in front of them. They have not seen one person who benefits by this plan. Not one person in Texas. We tried this trickle-down before. Trickle-down dried up at the Red River. Mr. Bush, Senior, knew what to call it. He called it voodoo economics. Here we go again.
