I felt that this was a historic moment and that it was very important, because I believed that it comes at a time when the nuclear negotiations are making real progress, might in fact achieve their goal by the end of this administration.

we have two different requirements we have to meet: maintaining deterrence while at the same time working to decrease this threat of proliferation and nuclear terrorism.
