Mr. Speaker, they did not lift a finger. So with all of the ideas I hear my friends talking about, it just makes me wonder: Where were you when you had the House? Where were you when you had the Senate? Where were you when you had the White House? You had all three of them, and you didn't do any of the things you are talking about doing this morning. In conclusion, yes, you are right. It is Congress' job to pass the law. As soon as you show us that you are willing to enforce it, maybe we will be willing to pass some new ones; but asking us to trust an administration, Mr. Speaker, that is deciding, wholesale, certain categories not to enforce, we may not be smart, but we are smarter than that. In the final analysis, Mr. Speaker, this is an issue about the constitutional equilibrium. The House needs to speak up for itself, and I applaud Speaker Ryan for doing exactly that.
