This one has an actual substantive difference from some of the others we have considered, having a lifetime of 8 years. With 8 years, it is 2 years less worse than the rest we have considered, which were defeated by margins of 4 to 1. Obviously, the fact that this is on the floor suggests that the committee did not offer any arguments as to why this is any better or worse than any of the others we have considered. I think the Goldilocks rationale probably is about the most substantive rationale for this that I have seen. Mr. Chairman, I would respectfully ask that the committee treat this the same way they have treated the others. Without prolonging the triviality, Mr. Chairman, I would just refer to the arguments that have resulted in defeat of the others.
