I would say the provision in the Hoyer-Greenwood bill that allows an exception for the health of the mother is there because the Supreme Court says it has to be there. Otherwise, the bill is unconstitutional. If we pass a bill without that provision, it will be thrown out, just like most of the similar bills that have been passed by states have been thrown out.
