we have already spoken about the trivializing of the Constitution. Obviously this process suggests that we are involved in a very trivial situation right now, voting on separate amendments where the only difference is whether sections are 1, 2, 3, capital A, B and C or small A, B and C and taking separate votes on each one. I will incorporate by reference the substantive arguments that have been made heretofore that have resulted in the defeat of amendments by margins of three and four to one or worse.
