I did not say that we wanted to keep children in the classroom. If children have committed a serious offense, maybe they do need to be taken out of the classroom. What this amendment will do, if it passes, it will put those children out on the streets without any services; and all of the studies show the crime rate will go out. Mr. Chairman, that is why not a single witness on our bipartisan task force had anything good to say about this amendment. They all said we have to continue educational services if we want to protect our children.
