Mr. Speaker, this rule lets the House work its will, without any question. You have a choice. Take the opportunity. Vote your conscience. This is a place where we are confident and not nervous, but we want to close in a bipartisan way because there's no doubt that we want Americans to come together. And I can think of no more appropriate way to close than to quote then-Senator Barack Obama once again: ``The President does not have the power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the Nation.''
