“I think the exercise we are going through now points out how trivial some of this exercise is. This amendment is virtually identical to several that we have previously defeated, as I said, by margins of 3, almost 4 to 1. There is a difference in this one. The title of the thing is Congressional Term Limits Amendment. The title listed in others was, quote, Article. We use 1, 2, and 3 to designate the sections rather than A, B, and C. It is substantively identical to several we have already considered. Again, we will incorporate by reference the arguments that had those other amendments defeated.”
