Mr. Chairman, of all of the amendments, this is the least bad, but not good, so I still oppose it. However, it does allow the States the option, if one State finds itself with a horrible delegation, of wiping it clean with some term limits, but the other States would not be so affected. So although it is the least bad, it is still not good and I have to oppose it. But I thank the gentleman for offering us this opportunity.
