The legislative clerk read as follows: The Senator from South Carolina [Mr. Scott] moves to commit the bill to the Committee on Finance with an instruction to report. Mr. SCOTT OF South Carolina. Mr. President, I ask unanimous consent that the reading be dispensed with. The motion to commit is as follows: Mr. Scott of South Carolina moves to commit the bill H.R. 5376 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day in which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; (2) eliminate additional Internal Revenue Service funding for enforcement; and (3) establish a child opportunity tax credit for individuals that-- (A) addresses the learning loss of students as a result of prolonged school closures; and (B) does not result in a projected revenue loss over the 10-year budget window of more than $45,637,400,000.
