“I thank my colleagues, both Senator Collins and Senator Lankford, for their thoughts and their comments and their words today because what we are talking about today is not about simply a $3\1/2\ trillion spending bill. We are talking about something more fundamental to what it means to be an American. I am proud to be an American.
