I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used by the Office of Management and Budget to consider the social cost of greenhouse gases in the development and implementation of a budget for a Federal agency, in any Federal procurement processes, or when preparing an environmental review pursuant to the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.). The Acting CHAIR. Pursuant to House Resolution 847, the gentleman from South Carolina (Mr. Norman) and a Member opposed each will control 5 minutes.
