The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. 435. None of the funds made available by this Act may be used to implement, administer, or enforce the rule entitled ``Equal Access in Accordance With an Individual's Gender Identity in Community Planning and Development Programs'' published by the Department of Housing and Urban Development in the Federal Register on September 21, 2016 (81 Fed.
