I am also encouraged by FERC's efforts to finally establish an Office of Public Participation, as well as efforts to prepare for and combat cyber attacks on our energy infrastructure.

I am proud that today we will be considering the Martha Wright Prison Phone Justice Act.

I want to commend my colleague, Congresswoman Fletcher, for her work in developing legislation that embodies this principle.
