I agree with the chairman. The chairman and my amendment are similar in that respect. We both agree with that. Where my amendment differs is I am using the report language in the Interior appropriations conference report. I read it verbatim. It is my impression that the members of that conference and the chairman of the House Appropriations Subcommittee on Interior are also committed to balancing the budget. I think I am just reading the language, not from any Democrats; I am reading the House conference report, which is Republican language and is consistent with what your Interior appropriations chairman has said, which is we will reduce these accounts 10 percent a year over the next 4 years. We are committed to reducing these accounts. It is just that the gentleman from Pennsylvania [Mr. Walker] proposes to do it in 1 year. We propose to do it over a 4-year period, both consistent with balancing the budget. I appreciate the gentleman's comments, but I wish the gentleman would not characterize it as us not wanting to balance the budget.
