I think more to the point, the FCC interacts with a wide range of small businesses from radio and TV stations, voice video, data providers, device manufacturers, wireless licensees, and many of the FCC's rules that these businesses comply with are not only tailored to the size of those businesses but also to ensuring that these entities uphold their obligations under the Communications Acts.
