``The fact that we are here today to debate raising America's debt limit is a sign of leadership failure. Leadership means that the buck stops here. Instead, Washington is shifting the burden of bad choices today on to the backs of our children and grandchildren. American has a debt problem and a failure of leadership, and Americans deserve better.'' I wish I could take credit for that one, Mr. Speaker, but I can't because that was President Obama in 2006. I also wish I could take credit for: ``I'm willing to take down domestic spending to the lowest percentage of our overall economy since Dwight Eisenhower.'' I wish I could take credit for that. That was the President last week. Finally, I wish I could take credit for the claim that the President is offering a comprehensive program to force us to live within our means. This is supposedly a $4 trillion reduction in spending, four thousand billion dollars that in all actuality only cuts spending $2 billion next year. Talk is cheap in this town, Mr. Speaker; it is time to match actions and words. It is time to act on the spending difficulty that we have and to pass Cut, Cap, and Balance tonight. {time} 1920
