Does the language of section 2(d)(1) not specifically say ``shall be privileged if called up''? It is not ``may.'' It is ``shall . . . if. . . . '' The SPEAKER pro tempore. The rule is not so limited. The motion would be in order if it were to be brought up then, and it is also in order to be brought up now.
