I have an amendment at the desk. I would simply like to ask what rule the Chair is relying on in denying me the ability to bring that amendment now. The SPEAKER pro tempore. Clause 4 of rule XVI. The question is on ordering the previous question on the resolution. The question was taken; and the Speaker pro tempore announced that the ayes appeared to have it.
