I would view this as more of a freeze at last year's level, rather than a cut from a proposed increase. Secondly, I would make the point that if there is anything arbitrary about what is in here, it is the degree of correlation between not the diseases that are being talked about but the degree of correlation between the grants themselves and membership on the Committee on Agriculture.
