I would again go back to the basics. This stipend goes to Maersk presently. It has been raised from $3.5 million to $5 million. Maybe that is the best thing in the world to do; maybe it is not. But I think it is worthy of study, particularly given the fact that we have raised the stipend by $89 million over the last year, particularly given the fact that we have not looked at this issue from the standpoint of an outside third-party validation from the GAO for more than 12 years. It is for that reason I simply say, again, in no way prescriptively, it is worth a look. And again, given the fact that the Government Accountability Office does regular studies on a whole host of different issues on a very regular basis, I think this is worthy, given the additional $89 million that was spent last year.
