Given the fact that this crisis has lasted much longer than people would have presupposed, given that there is a higher cost to people in Puerto Rico in bringing aid and armament--if you want to think about it in defense terms--then why wouldn't it be a good idea to extend, in essence, that moratorium or repeal, whatever you want to call it?
