I strongly support Senator Lautenberg's amendment to increase funding for the protection of the environment and our nation's natural resources. This important amendment would establish an environmental reserve fund, so that receipts from a reinstated Superfund tax can be used for environmental protection initiatives. The environmental and natural resources programs funded in the President's Budget are critical to our efforts to protect these resources which are so vital to our society. Several critical programs proposed by the President are not included in the Budget Resolution. Among others, these include operations and maintenance funds for the administration of the National Wildlife Refuge System and program support for the U.S. Fish and Wildlife Service's execution of the Endangered Species Act. Both of these programs are critical to the State of Florida and our ability to protect and preserve unique ecosystems, habitats, and species.
