I urge the Senate to move expeditiously to confirm Ambassador Charlene Barshefsky as U.S. Trade Representative. She is the right person at the right time for the very difficult task she will be undertaking. I also urge the immediate passage of Senate Joint Resolution 5, without amendment, to extend the waiver for the position which Ambassador Barshefsky currently holds as Deputy U.S. Trade Representative. This waiver as granted under Senate Joint Resolution 5 applies only to Ambassador Barshefsky. It does not change the underlying law, nor does it create a precedent for future waivers. This waiver deserves to pass without amendment. The merits of the issue which are being raised by my friend and colleague from South Carolina deserve to be heard, but I would submit that this is not the forum for the resolution of those questions. There will be other more appropriate times which will not entail endangering the expeditious confirmation of Ambassador Barshefsky to her important post.
