Yes I have, and I thank my colleague from Texas. I must say I was very surprised by this report language, particularly considering the fact that the Senate only this year voted several times and decisively to prevent the federal government from seizing the money the States earned as part of their tobacco settlements. Legislation that you and I offered in the Senate passed overwhelmingly, and amendments to that language to force the states to spend their settlement funds according to a specified formula were soundly rejected.
